When I learned this ruling, I never really understood it fully. So I want to know under what circumstances this ruling applies. Do mandatory effects miss the timing, such dandylion when tributed?

No. Mandatory effects will activate as chainlink 1.

For example we take the Debris Dandy combo.
We use Debris to summon Dandy und synchro them into BRD. Dandy's effect is CL1 and BRD is CL2.

CL2 resolves first and destroy's all monsters on the field then Dandy's effect resolve.

Trigger effects misses the timing as my knowledge. I learnt this when I tributed Naturia Cliff for Bamboo. Cliff loses its effect because its effect is trigger.

Here is very detailed article from The Detonator.

Yeah, I remember I read this article before. I guess I missed the part where it says it doesn't apply to mandatory trigger effects.
    Thanks for that, guys.
