Ok. I was in a tournament in my city. Then I saw a match. Player 1 used Dandylion. Then he played Creature Swap. Dandylion was on the oppenents side of the field. Then player 1 used fissure. Who gets the tokens?? The Judge said that the tokens summon at player 2's field. I meant he is like Sangan.

You have compared Dandylion to Sangan and this is a good comparison to make because they both work in exactly the same way.
Both effects are written in the following way: "when this card... an effect occurs". They don't differ in their wording and niether do the way their effects activate and resolve.
Because Dandylion is sent to Player 1's Graveyard, Player 1 gets the effect, not Player 2. The same applies with Sangan.
