Konami/UDE Special Rule

I found that in this link:

Cards that do not meet the activation criteria, but whom Konami/UDE have stated may be activated in the Damage Step ("Null and Void").

My question: is there any list of cards that can be activated in damage step through Konami Special Rule? (like Null and Void)

At this point i have not seen one. They just add these rulings as they go along when they feel like it. We can generate a list here if you like?
