my opponent summon blackrose, can he activate CotH first and then activate blackrose effect ? he tell me that he can arrange the chain link ...

Black rose dragon's effect MUST be activated when it is synchro summoned. If it does so then either player can respond to its activation. If your opponent chains his COTH then his COTH will be chain link 2 and BRD chain link 1 . Because chains resolve backwards, coth first summon a monster and then BRD booms tha field

BRD Nuking effect is optional. you can summon BRD and nuke then you chain coth. its simple

He cannot activate COTH "first" BRD activates on sync summn and then you/he can chain other cards like COTH
