Also, even if you COULD special summon Van'Dalgyon with normal Trap Cards, Van'Dalgyon wouldn't be special summoned with Trap Stun/Royal Decree, since his effect states "...negates the activation...". Trap Stun and Royal Decree negate THE EFFECTS of Trap Cards. While Trap Stun or Royal Decree are activated, you can still ACTIVATE Trap Cards, but their effects will be negated. So that's why you wouldn't be able to summon him anyways.
