They'll go off at the same time, their effect to increase ATK triggers when the SP starts.

Both effects activate at the same time during the Standby Phase. Because you control both monsters, and because they are activating at the same time, you get to chose the order of the Chain Links.
So you can let Fortune Lady Dark be Chain Link 1, or Fortune Lady Water to be Chain Link 1. In the end, both Chain Link's will resolve without a problem and both monsters will gain a level and ATK/DEF points.
