i have a question about Shiny Black C, when i use the effect stardust can chain it, even that the effect wasent activated on the field as the card stardust say that can be a destructive effect negated on the field.

Stardust can chain itself to Shiny Black C's effect.
Both Stardust Dragon and Shiny Black C are both the same Spell Speed (Spell Speed 2) so chaining is allowed. It doesn't matter that the monster is not on the field because Shiny Black C's destruction effect targets a card on the field (like Stardusts effect states), Stardust Dragon can negate that. Shiny Black C on the otherhand must still remove itself from play as a cost to activate its effect.

Shiny Black C could destroy Stardust if he would negate the summon. But doesnt negate the summon.
