1) can i use eccentric boy on the field to tune ??? i mean eccentric boy and a non-tuner can tune on the field.im asking this cuz eccentric boy maybe can tune only with a monster from your hand.

2) bottomles trap hole can use for fortune ladies ??? for example Dark

Eccentric boy requires that the other synchro material to be from your hand.
Bottomless trap hole checks the atk at the moment of the activation, so even if your opponent summons a monster with ? atk, if it's atk after it hits the field will be higher than 1500, you can activate bottomless trap hole. This is also the reason why you can save your monster from BTH if you activate Shrink.
