If your opponent has royal oppresion face up he can negate the special summon. Or if you opponent chains royal oppresion to jinzo special summon he can also negate it beacuse Jinzo isnt on the field until the chain resolves.

Correct, you must activate Oppression's effect as a chain to Jinzo returner's effect.
Oppression will negate the attempt to special summon a monster and any monster that would be special summoned will not be able to activate his effect for it is not considered to be face up on the field.

BUT Jinzo cant be negated if Returner activates in the damage step.

Jinzo Retuner's effect to Special Summon Jinzo can be negated by Royal Oppression but you must negate Jinzo Returner's effect (because Royal Opression cannot be used on the Jinzo being summoned, only the card summoning Jinzo).
If Jinzo Returner is sent to the Graveyard during the Damage Step, Royal Oppression cannot be used.
