herald negate summon effect from hand

If you control a "Blackwing" monster other than "Blackwing - Bora the Spear", you can Special Summon this card from your hand.

and other monster that can special summon from hand like ... cyber dragon, van'dalgyon, gorz, battle fader, tragoedia is effect ?

when i have herald of perfection, can i negate their summon from hand ?

Cyber Dragon summoning isn't an effect, as well as Bora the Spear. (they don't start a chain)
i'm not sure about vandalgyon though.
however, fader/gorz/trago is an effect that triggered as the text mentioned.

for the SS-ing through effect, i think yea, you can negate it.

Can stop gorz, cant stop trag.

Like Hyaweh said, Cyber Dragon's special summon is a condition, not an effect so it doesn't start a chain. Same goes for Bora.

Van Dalgyon's effect is a Trigger effect, like Gorz, Tragoedia and Fader, so he can be negated like the rest.

EDIT : @Ruby Tragoedia's special summon is an EFFECT, same goes for Gorz. So why wouldnt herald be able to negate Trago when it can negate Gorz? (P.S. That's why you can't Solemn Trago or Gorz, but you can Divine Wrath them)

Any Inherent Special Summon is not an effect, thus you cannot negate it with Herald of Perfection. It can negate the effect that Special Summon a monster though (including itself).

From what you mentioned:

1. Herald of Perfection cannot negate the Special Summon of the following:
- Cyber Dragon
- Blackwing - Bora the Spear
Because their Special Summon is Inherent Special Summon (no effect involved). Like what Hyaweh said, they are characteristically not starting a chain.

2. Everything else you mentioned can be negated because their Special Summon is done through effect. Their Special Summon are characteristically triggered by something (not always), hit the field after the related effect resolved, and cannot be negated by Solemn Judgment and TKRO.
