If drill warrior remove by it effect and during my standby phase, my opponent got fossil dyna, then drill warrior cannot special summon

so after a few turn, i destroy dyna, and during my sp, will drill warrior special summon back ?

The effect clearly states:
During your next Standby Phase, Special Summon this card, if removed by this effect. Then, add 1 Monster Card from your Graveyard to your hand.

Meaning that it can only be done during the next standby phase after you used its effect. Not whenever you want to in a random stanby phase. If it is unable to be special summoned during your next standby then it will stay removed from play.
